请教关于同位语指代的问题

之前做prep2008笔记的时候遇到这道题：

答案是C

语法笔记上说：A中a tool应该修饰radio，但位置上却修饰telephone；这是不是就是说同位语要修饰离他最近的名词？

然后做OG16 verb分册的时候就遇到了下面这个问题：

答案是D啊，关于D我就想问难道这里the largest of the ancient world 就没有修饰Alexandria的歧义吗？？？？？？
求指教！

恩啊 我看过了这个了啊 但是里面说的都是that跳跃代指的问题 我对这个没疑问 就是同位语这里有疑问
因为我发现这两道题关于同位语的代指的说明是相悖的啊 请NN帮我解答下啊

PREP08所说的方法不好。太复杂。

A. 句意转折不合理，错误；a tool for private conversation修饰telephon ...

那这里的 a tool for private conversation修饰telephone，错误；
也就是说a tool for private conversation做同位语修饰telephone了对吧？
那能不能帮我看下第二题 答案D中这里的the largest of the ancient world怎么就跳过at Alexandria去做同位语修饰 library了呢？
