关于comma的问题

关于“，”的问题困扰了挺久的
如果一句话本来是对的，中间加了“，”以后还是对的吗？？

另外还有一道题
The interior minister explained that one of the village planning proposal's best characteristics was their not detracting from the project's overall benefit by being a burden on the development budget.
答案没有什么问题但是有个选项
D. a best characteristics of the villiage planning proposal was, it did not take
这个选项的错误之处og上没有解释说was，it之间需要that 可我觉得was，it之间不能直接连接，那么是不是需要that啊求解答！
