问题：1. 怎么判断主语, 是rising inventories---动名词短语作主语，谓语是单数；还是主语是inventories，被rising修饰，谓语是复数？


2. 我一开始选了C，因为觉得when后面应该接clause，而且他都没是clause只有C是主谓齐全的；请问为什么when这里后面可以不接clause？？？做介词吗？
