为什么要用would have to know而不可以用have to know呢

用would总觉得是表达过去时的感觉

这里的would是表示对将来的假设，是虚拟语气。
D更明显的错误是用了economical

Ron說問題不在有沒有would（以下摘錄他說的）：i think this sentence makes sense with either "would have to" or "have to". there's a slight rhetorical difference ("would have to" carries the connotation that these forecasts are just hypothetical and don't actually have to be developed, or that at least it's not important, while "have to" implies that these forecasts are important and have to be made),
