With speaking section of 18, you would be happy that USC accepts your application. You are right, the Contraposition of "If you dont meet the language requirement, you will be rejected" is "If you get accepted, you meet the language requirement." However, the term "meeting language requirement" can be ambiguous and vague. It could mean you meet the requirement of a regular offer or a conditional offer. Also, USC has been notorious of giving out conditional offer. Similar situations have occurred from different programs, not just in Marshall.

I dont see a huge difference from you comment, whether must or have. The point is "meeting the language requirement" does not mean a conditional offer is not appropriate

Thank you for your reply. Why should I be happy that USC accepts my application in this way? I believe I have the right to know whether I have to meet other requirements or pay other possible expense before I make my  decision. The conditional offer from USC is not the only offer I have. Whether it is notorious that USC gives out conditional offer, USC didn't inform me of the condition when asking me to make decision and pay deposit. Besides, the fact that similar situations occur does not mean such situations are reasonable. No matter what is the Contraposition, it would be much better they directly told me that they would give out conditional offer. I believe other applicants would agree with what I say.
