People are NOW using...，主句里没有完成时态的time maker 而且后面when 引导的从句用的是一般现在时，个人感觉没有必要使用现在完成时，而且其他的选项里也没有现在完成时的选择

完成时和现在时在sc中的区分不明显，不能作为绝对的排除点。

另外，非划线部分已经写着now using，那就只能搭配谓语are了。
