They refers to their wines. How to judge? I am afraid there is no definite answer. At least not that I know of. Normally you should be able to tell, either by logic or from the structure of the sentence, what an pronoun refers to. If you can not find any suitable one, it probably means that the sentence is badly constructed
"They" refers to "their wines", we can judge that "they do (sell) "means that the wines are sold out.
I found several examples today, so I have a new idea. could you check for me?
sellv.tr.(及物动词):
The partners sell textiles. 合伙人经销纺织品
She sold her old bicycle to me. 她把她的旧自行车卖给了我。
v.intr.(不及物动词)
The new models of VCD sell like fun. 这些新型的VCD机销路好得不得了
an item that sells well. 销路很好的商品
Grapes are selling high this season. 在这个季节葡萄卖得很贵
So I think from the examples, the v.tr.(及物动词)sell is usually used to follow the subject that is the person, and the v.intr.(不及物动词) sell is usually used to follow the subjest that is not the person but something.

129. In an effort to reduce their inventories, Italian vintners have cut prices; their wines are priced to sell, and they do.
I think the logic subject of the verb "to sell" is "Italian vintners ". So the sell is a v.tr.(及物动词). So I think the sell in "they do sell" is as the same as the sell in "to sell". So "they do sell" means "the Italian vintners do sell the wines out"
