my two cents:

in 181, "expenditure" is the actual requirement "required". In 109, "Legislation" is the subject of "require".

In other word,

sth (the actual requirement) required of sb to do ...  correct

sb requires of sb that ...   correct

sb requires of sb to do ......  incorrect

good catch, I didn't realize there is such a subtle difference in using "require of" and "require that"

My personal opinion is that in 181  "of firms " is used to modify the "research and development expenditures" instead of being used with "require" to form a verb.
