og16的12题，求助！关于比较的一个问题（是谁和谁比？）

(A) less than those of the 1978 harvest (B) less than the 1978 harvest (C) less than 1978 (D) fewer than 1978 (E) fewer than that of India’s 1978 harvest 看过了其它的帖子，感觉我的问题还是没有解决，关于比较对象为什么是production而不是tons，求NN相助！ 我认为“，nearly...”那后半句是修饰紧前面41 million tons的，所以我在做题的时候就觉得是tons和tons比较，在第一时间就排除了production和harvest比较的可能，最后导致了错误（觉得应该有those才是对的，当然逻辑不成立因为less不能和those搭配，fewer不能和that搭配，但是当时没想到是相隔了tons的production）。不知道，这种“comma＋比较”这种形式是怎么个修饰法？怎么筛选出是在比较前面的哪个部分呢？
