You should have seen the kind of structure "that of sth.(sb.)" or "those of sth.(sb.)". The point here is that the sentence has to be in a parallel structure. In the first one, with "Unlike that of its conterparts...", the second part of the sentence has to read like "the XXXX of American labor movement...". Otherwise, it is dead wrong.
Also, as 1stzhang pointed out, "never" is in the wrong place in sentence one.
