OG16上有这么两题

这一题的正确答案我没有异议，但是对于OG对C选项的解释：The comma before the conjunction “and”signals that an
independent clause will follow ”and“,but a verb phrase follows insted. 为啥，and 后就不能接动词词组捏，看下面这一题
感觉情况差不多，但是正确答案都是，and后接了动词词组。 所以对于”，and“和”and“到底啥区别，对于”，and“ 的用法不太理解，
求解答
45. The report recommended that the hospital should eliminate unneeded beds, expensive services shoul be consolidated,
     and use space in other hospitals.
    这一题的正确答案是E选项： eliminate unneeded beds, consolidate expensive services, and use space in other hospitals.

and 的用法可以有以下两种
1、 I like apples and oranges     OR      I like apples, oranges and bananas
2、 I like eating apples, and she likes eating bananas.

如果“, and"前面还有一个逗号 ： 既X,Y, and Z结构，  那么X、Y、Z这三者就需要平行，这也是楼主你举得45题的例子，the hospital should eliminate unneeded beds, (the hospital should) consolidate expensice service, and (the hospital should) use space in other hospital.
如果", and"前面没有其他的逗号，就表示and后面需要一个完整的有主谓宾的句子,也就是第46题的C选项
