首先这是个with表伴随的独立主格结构，with后面有独立的主语了，不需要修饰谁。
svo,with +主语+ v-ing的结构与svo, v-ing的结构是不同的~

但是为什么不是with修饰many daring vacationers呢?with独立主格是作状语吖在句中
