正确答案E，问题是前面用的是would，这里不是虚拟语气应该用showed吗，为什么可以用show呢，到底如何判断if是否引导虚拟语气呢？

我不认为这是个虚拟语气的句子。

"would"在这里表示假设 - “如果市长的提案通过了教师待遇将和学生考试成绩挂钩” - "would"在这里强调的是“如果市长的提案通过了”，但这是一个客观存在的合理假设。一旦市长的提案正式通过，"would"就变成了"will"。

好像有点明白又好像不太理解额。。。所以说可以有If+一般现在时，后面用would而不是will的用法？什么情况下可以呢？

用would还是用will不由if决定，更取决于你要表达的意思。would和will不仅仅只是时态上的区别。

I would like to buy a car if I have enough money.
I will buy a car if have enough money.

两句都对，但句意有别。
