主语是tax incentives的话 那起不是后面要用have了咩~

不好意思，考完了就没有在看书了，我的意思没有表达清楚，呵呵，见谅

an array of 是对tax incentives的限定修饰，主语是是一整个主体，由an...对应的是has

就好比是“a class of students”，对应的是单数V

如果是classes of students就应该对应复数V
