这个题目我还是从逻辑意思上选的D.

前面说统治200年了，后面说很少用。那就是要转折关系的。所以只有C or D.后面是说language seldom spoken on the island,除了in the domains of...，要对称，所以要用in the domains...

我觉得这道题中，in不是与except连用吧，而是用在in the domains of。。。

意思是除了在行政管理和教学中，英语就没有在岛上真正使用过。

Agree with bigbeard, "in sb's domain" is the reason.

这样也印证了except优于except for.

当然excepting for 是错的

同意12楼。选c。in 是指后面的，在这些领域。。。不是与except连用的。
