Hey there,
Well if you can get a higher score on the GMAT it always helps, no matter at what level you are applying at. That’s for sure. And esp. with a low GPA it is very important. But in oder to really figure out where you can and should apply we need to understand your profile in detail. The most important thing: Don’t give up!

You aren’t too old. And it isn’t too late.
