try to do & try doing如何区分?

1.        Because paper of all kinds is the biggest single component of municipal trash, many municipalities have tried recycling to reduce the cost of trash disposal.

这道题的答案是A,可是我不清楚try to do,try doing 该怎么分别,另外就是B除了这个之外还有什么错误呢?

try to do sth=attempt to do sth(努力做,greater possibility)

eg: He tried to control his voice.(surely she can control her voice)

      

try doing sth=test to do sth, try means to do or use something for a short while to discover if it is suitable, successful, enjoyable etc(尝试做,not much possibility)

eg: They decided they would try living in America for a while.(they may unsettled in America)

to do一般都含有“表目的”的意思~

B 选项把表目的的句子变成了结果状语从句。而且三个部分时态不一致。
