I personally don't see there is good chance for B-school PhDs transfering between schools. But I don't have relative experiences. However, if you really want to do a PhD, you 'd better to get a Master's degree in the US. Otherwise, the chances to get in is slim. That said, PhD in MIS is having hard time landing a decent job now. So, the decision is yours. Also, for a PhD application, GMAT of 750 is not considered high although it may be enough for some Americans. To sum, based on your information, it's not optimistic to get in a PhD. Since you are still young, you may want to consider getting a Master first before you try PhD. Good luck!
Without a master degree, it is really hard to be admitted by phd program. In addition, the lower ranked B-schools are short of funding. They can only give you admission without any financial support.
