说说自己的拙见:
a phenomenon that is explained not just by the fact that drugs are becoming more expensive but also by the fact that doctors are writing
前面用了is,一般现在时,那么在is explained 这个动作发生的timeframe下, 原因应该用现在进行时更好。
我觉得GMAT时态超难的,不能生搬硬套,要靠语义和语境去判断。
