然后看看B的by which好像说得过去，但是这里的native peoples of the Western Hemisphere怎么都像是被杀，那么decimated前的were就不能省吧。
郁闷~如果我碰到这题，估计就选B了。

b的最大问题是语态不对 by which明显应该是用被动语态,而不是主动语态

我认为A 的that修饰的不是progress,而是devastation and enslavement

progress没有杀人啊,that修饰devastation and enslavement是说这个奴役什么导致了那个土著的大部分人口的死亡.

in the name of progress 是状语,意思是打着(文明)进步的旗号
