C：1，"is it"   wordy

      2 , "so...as to"  awkward

      2的原因在于使用as to do 结构不能表现出 that it has become 的意思，曲解了原意。

同意楼上的说法。其实英文字典里面的 so...as to=so...that

但是强调重点是不一样的。题目中的A，强调的是后半句，就是become an economic。。。

而C强调的是debilitating
