但我觉得两害取其轻，还是A好。想请教牛牛的意见

确实有confidence in sb的用法,A的用法就是,但是尽管单从语法上来看没有错,但是逻辑意思上是错的.它改变了句子的重心.原句从逻辑上来说应当是对某个部门某中措施的信心.而不是对采取某种措施的某个部门的信心.
