想问个问题啊，楼主
1. OG里的解释说: since the DUMPING continued after the date of the agreement, the past perfect 'verb had been allowed ' should instead be the present 'are allowed' or 'were allowed'
OG的意思是说可以用过去时的，只不过选项里没有，所以就选现在时的那项，楼主怎么看？

前面已经写过了，见我写的这个句子。
2. A 1972 agreement between Canada and the United States reduced the amount of phosphates that municipalities were allowed to dump into the Great Lakes. From then on, municipallities have been dumpting according to the new standard untill today. Now Canada and the United States are planning to reduce the amount again that municipalities are allowed to dump into the Great Lakes.

were allowed表示当时allow的标准，如果现在不变就应该用are allowed，如果现在又变了就是我句子中描述的这样。
