1. Even you are in US now, since you hold the F-2 visa - unfortunately, you would be still treated as the international student, e.g., you need the I-20. lease do double check the deadline (April, as you stated in your post) applies to international student as well.
2. Do agree upstairs Chipmunk's comment; if I were you, I would concentrate on GMAT test until March 28th. As far as I know, to some extent, the 3rd tier schools weight. GMAT score heavily.
