GRE 2013 p.131 有道Critical Reading的题，有谁能够帮我解释一下，真的不懂啊

题目是这样的

According to the Federal Postal Service bureau of information, the rate of complaints concerning late delivery was 30 times higher in 1991 than in 1964. Because the Federal Postal Service changed neighborhood routes from a multiple-truck delivery system to a single-truck delivery system between 1964 and 1991, the enormous increase in complaints must be a result of this systematic change.

Which of the following, if true, weakens the conclusion drawn above?

A. In 1991, most late-mail complaints were reported to the appropriate Federal Postal Service office, whereas in 1964 most were not.

B. Even in the multiple-truck delivery system, certain letters will arrive late.

The bulk amount of mail processed by the Federal Postal Service was not much larger in 1991 than it was in 1964, before the systematic change occurred.

我的想法：

推断：单车使得效率变低， 所以投诉信就增加了。

若问的是弱化，那么就是说这个投诉信的增加的原因可能不是这个系统的变化？

谢谢你的回复。对不起，我书名弄错了。是Princeton Review 的Cracking GRE 2013 Edition. 我看了答案但是没有看懂。。。

今天看我昨天的翻译，我觉得有问题，
应该是投诉信的比例增加了。
