If you get rejected once or twice, it's probably luck. If you get the same result more than three or four times, then that should send you a very strong signal that your application is generally good enough to get an interview, but not good enough to get in. If that happened to me, I would not waste my time on R2, and instead spend a few months thinking about what is wrong with my application.
