Usually, Deadline means, before that date. Therefore, 1/31 12:00pm is suggested. Pay attention to the time difference between China and NA. NA is 12 hours later.
But, actually in my mind. Deadline is not so strictly to most of schools. The basic forms and payment are the secret!!!
