The issue that the primary responsibility for preventing environmental damage belongs to who is very controversial. While the speaker asserts that the responsiblity belongs to government, others believe that it belongs to individuals or private industry. Admittedly, government play a very important role in proctecting the environment, however, in my view the efforts of individuals or private industries are nevertheless necessary.

 

In the first place, government should try its best to preventing enviromental damage, for two reasons. First, only by government effort, can some serious environmental problems be resolved. For example, Individuals even the private industries have not the ability to deal with the serious environmental damage such as timber harvesting and river polluting. Second, the government can enact some regulations of environmental protection, so that force the individuals or private industries to conform to them. For instance, without the regulation, many privates industries will act according to their short-term motive, so when a conflict between profits and environment, they will probably try to acquire the maximum profits, thus harming the environment.

 

 

In the second place, individuals or private industries also have the responsibities for protecting environment. Because the government effort can not considerate every aspect of the society, without the efforts of individuals and private industries, the effort can not be efficient. Moreover, individuals and private industries are the main components of the society, their protection for the environment will benefit themselves. For example, by planting lots of trees and flowers in the garden and by reducing the rubbish, individuals can provide themselves a very enjoyable environment that can promote their physical and even psychological health.

 

In conclusion, because the government has the inherent advantage in environmental protection and because only by the cooperation of individuals and private industries, can the effort be more efficient, the responsibility for preventing environmental damage should belongs to the government as well as the individuals and private industries.
