LZ, it should not affect your Visa application. As long as you can carry the conversation with VO, you should be ok. I have  a friend who works at Shanghai Consulate branch, I am told that the visas are very easy to obtain nowadays. Good luck!

As for your I-20 question, I believe that you are right, you won't get the I20 unless you officially send the school confirmation you will attend, I20 is not easy to get, it has to go through U.S. department of Justice,or INS can't remember clearly any more, been too long. So the school won't just send you the I20 before you commit to attend. Hope this helps! BTW, congrats!
