谢谢各位,楼上的意思就是说  the rubber, clothing, and shipbuilding industries 是主语,谓语是was? put into effect 是被动? 那为什么是谓单? 表同一类事物应该是复数吧? 期待解答!!

说说我的解题思路：
首先排除B，这是根据not..but..由于rather than,rather than由于insead of;
在排除E，明显不对称；
再排出C，因为最后出现了as a,而划线部分后面有一个an,成了as a an,明显错误；
只剩下A，D两个了，再大胆使用两个规则:not ..but优于rather than；；seemingly,seeming同时出现的时候，一般seemingly。综上，选定D。
不怕各位笑话，我是根本没看懂句子含义，也没有分析谁修饰谁，因为我确实不是非常明白。
