Answer: Because "by focusing primarily on a patient’s mental condition and on vague and often very speculative psychodynamic factors" need a subject to support, (E) the patient’s future behavior can not be its logical subject, so B is only answer.

This is Virtual tense (not sure about how to say this in English, Xu Ni Yu Qi), the thing is not going to happen, so you should always use "were"
