SC宾语从句时态问题

答案是E。

这里的时态问题不太懂，为什么主句用的过去式found，从句为什么不把现在完成时改成相应的过去完成时had elected呢？

主句不是过去时，是现在完成时has found，属于现在时态。
从句也就是调查发现的内容。没有明确的“过去的过去”，就不应该用过去完成时。
