正确答案B
首先根据主谓一致可以排除掉A、C
对于B、D、E，主要是这个for的用法。我当时排除掉B，就是因为觉得as for看上去怪怪的，和前面的the cost of也不平行；排除掉D是因为后面的stemming for the fixed costs of building nuclear plants是一个dangling modifier，因此我选择了E。
但OG的答案中写D中的for是多余的，必须去掉；E中在这个比较里面as后面一定要有一个for。于是我对于这个for就混乱了，这里的for到底是起一个什么作用？还请大神指教。

我个人认为这里应该是比较时的省略问题。
对于D选项，如果补齐省略的部分，应该是：
It costs about the same to run nuclear plants as to run for other types of power plants
很明显这里的for就多余了
而对于B、E选项：the cost of running nuclear plants is about the same as for other types of power plants
前面是运营核电站这样一种电站的费用，后面是运营多种电站的费用。这样一个东西和多个东西比较就必须要补齐。
类似于曼哈顿第一章中的例子
eg. Wrong: Her company is outperforming those of her competitors.
     Right: Her company is outperforming those companies of her competitors.

但是感觉和这个例子还是有些差别。
如果D中在比较时应该省略掉to run； 那B、E为什么不能省略掉the cost of running，而是在as后面要用一个介词for呢？

E是费用之间的比较  必须有个for 让我们知道  这个不是费用和plants之间的比较

D这么理解的 对应的是 nuclear plants和other types of power plants  
因为你把for放进去  是怎么都解释不通的   补都部不全

嗯嗯，谢谢先~我弄不懂的是，as比较前后都是费用，为什么前面用的是the cost of running……后面要用介词for而不是仍用of呢？这样看上去不是会更平行吗？

是啊  如果我要写  我也写that of  而不是for

但其他都没法选 E里你还忽视了一个大问题  就是被动语态  基本不选
