问题在B选项，
OG解释中没有提到其中at least one percent or more的用法是否错误。
请牛人来看一眼，这个说法正确否，觉得有点怪！

at least one percent or more 没有错，B选项的错误我认为是有to hold。。。。。作逻辑主语的嫌疑，因而改变了句意。

不是大牛，发表一下自己的看法：
at least one percent or more这个表示方式感觉是redundant，at least和more的意思有点重复了
但我觉得B真正的错误在于两点，一个是it比较vague，第二个是and改变句意
