两个It有什么问题？especially if it has worked well in the past 修饰heavy commitment, 句子核心就是：Heavy commitment makes to miss signs of incipient trouble or misinterpret them when they do appear  likely. especially句起到修饰作用。

通常同一个代词在同一个句子里要指代同一个事物，但是形式主语it除外，prep中这样的例子很多。A的错误是不定式也要有逻辑主语，like to后面的动作是谁发出的？虽然正确的选项也很罗嗦但是逻辑清楚，所以排除的A，而不是＂选择＂A，其他的选项都是代词指代的问题。
