必须是 一个 lump sum ? 比如 $5000 块钱  整个大学学费？

我想，LZ应该搞明白句子的基本逻辑意思，学生们为什么抗议法案，因为法案要求他们现在每年contribute $330 a year toward the cost of higher education，而以前只是paying $7 per year 。

为了高成本而学生多交钱，所以学生抗议。如果向以前每年只交那么点钱，怎么能说成本高呢？就算LZ看不懂句子，一个$330，一个$7 per。哪个与higher education相关总看得懂吧。怎么也不可能选E的。
