网上有A\C\D三个版本答案。。。个人倾向于答案A。。。
分析：读文章，语意应该是计划施加限制在medical service并且要求医生看更多的病人、（要求医生）花更少的时间在每个病人身上。个人觉得spend的逻辑主语只能是doctors。
A没问题。有人说“ ‘计划要求医生花更少的时间在每个病人身上’语意不对，计划怎么能不为病人着想，反    到花更少时间在病人身上”。我觉得这个说法有些牵强了。。。
C 个人觉得就算spend与see并列了，require前面应该加and，以表示require与impose并列
D主要是分析一下下面这个句子是否成立
  Plans require doctors to see more patients, spending less time with each。
  spend若是noun modifier，必定要与所修饰词紧挨着，这里spending不能修饰patients；
  spend若是verb modifier，其逻辑主语必定是句子主语，plans不是spending逻辑主语；
  spend若是表结果，意思是要求医生看更多病人这个事spending...我觉得这个事与spending之间有GAP，起    码spending应该改成leading to spend吧

nope, the answer should be D ( there is no doubt for the correct answer)


here u got the difference between grammatical parallelism and actual parallelism


impose and require should be parallel, while spending should be a modifier (because plan cannot spend less time on patients; it just identify a way in which doctor can see more patient, so it should be a modifier)


only D satisfies , you should closely examine the intended meaning that the sentence is trying to convey

1.为什么spend不能与see并列呢。。。而要做修饰。。。
2.读完第一句，感觉没有问题，spend与see并列，D属于改变句子原意了。。。

nope，if u want to really get spend and see parallel


there should not be any comma preceded by and


also in A choice， it seems to convey the meaning that the union member are less likely and spend （a faked parallel）

the problem is fixed in D


because spending is converted into a modifier and involved in a that-clause
