疑问在于OG的解释：B--Can hardly be said to be at fault does not grammatically complete the subordinate clause，为什么没有从语法上完成从句？C-Construction that it is ... who have not is wordy and awkward; it also distorts meaning and lacks completion. 为什么是distorts meaning并且lacks completion？我觉得意思很明确啊，也完成了呢~ 还有E--the inverted construction does not successfully convey the meaning of the sentence. 句子的意思没有被传达好吗？为什么？我觉得说的也比较明白啊~

我是这么理解的： B选项是that... can hardly be said to be at fault,应该是 educators are at fault，而不是 that 主语从句  C选项第一个it是形式主语 指代that从句，第二个it是指the fault,这时候已经出现问题了，Gmat喜欢指代清晰，即前后出现的代词表示一致，还有个问题是这句话只有主系，没有表语。平常我们说 It is my fault 中 it 往往是具体指代，而不是指代后面的fault.
