正确答案是A，但是我觉得A选项貌似缺主语，句子结构为：短语,短语,also短语         为此我觉得also established前面的逗号应该去掉，或者这种句子结构是成立的？

我不是高人，我就说一下我的理解。。这个逗号不能去啊～～ Washington, D.C 是插入语，去掉成了W established ......了。。。

also前面的逗号是为了把washington d c单独出来的 如果这句句子没有washington dc 那么是可以没有逗号的。
如果去掉的话就像一楼说的那样 主语会变
