一直让我纠结的一个定语从句问题。

我知道which等这些关联词要紧接在被修饰词的后面，但是如果被修饰的词的后面紧跟了一个介词短语怎么办呢？难道要硬把被修饰的词和介词短语分开，在他们中间加一个定语从句么？如，07 PREP SC 81题：

In the major cities of industrialized countries at the end of the nineteenth century, important public
places such as theaters, restaurants, shops, and banks had installed electric lighting, but electricity
was in less than one percent of homes, where lighting was still provided mainly by candles or gas.

针对C项的错误，语法笔记上是这么解释的：“ where语法上就近修饰electricity,导致逻辑错误。”
先忽略being的错误不谈。单纯讨论定语从句的这个问题，怎么理解？难道正确的方法是：
there were less than one percent of homes， where...., with electricity么？ 这样会不会头重脚轻，感觉很奇怪呢？

个人认为用there be...with的句型表达“拥有”的意思本身就有些awkward，正确选项是A吧？A的表达就避免了betty所说的头重脚轻的句子。
