什么时候用by，什么时候不能用？

prep上有一道题：Theorganic food industry has organized a successful grassroots campaign—usingWeb sites, public meetings, and also mass mailings—that have convinced theDepartment of Agriculture to change the proposed federal regulations fororganically grown food.

正确的是： using Web sites, public meetings, and mass mailings—that has convinced
为什么using前面不能加by？

字典上using 和 by using 是一样的含义

但请仔细体会两句话
Using his trendy hair gel again, John created yet another brilliant hair style.
Using his trendy hair gel again, John got punished by the disciplinary teacher.

第一句话的using 可以用 by using 来代替，意思是通过什么样的方法，来达到什么目的。
第二句话则不能用 by using 代替。
所以在我看来using 和 by using 在某些时候是一样的，这要根据句子所表达的意思来判断using 和 by using 能否替换。

在本题中，有机食物企业正式通过这些方法来组织草根运动的， 因此此处是可以用 by using 的。

这个prep上面我记得有说过。这个主要从意思上区别：
doing就是表示一种方式。但是by doing有只能通过这种方法才能达到的意思，歪曲了句子本来的meaning。遇到这种问题，我建议lz多google，论坛上面有热腾腾的解释。发帖等回复的效率会比较低~
