mandate  的用法是这样的：因为他本身就有强制执行的意思，那么mandate that 后面 凡是 加 should， must，都是错误的，导致意义重复， 其次，mandate that 后面的 动词形式是用原型的，即使 drug 是单数，undergo 必须是原形，这个和 require 用法后面的动词要用原形是一个道理。希望我讲明白了~~呵呵
