这个for 是cost 自带的，cost for ,表示“。。。的花费”，介词短语做定语，这里面前置了。

E选项中，讲for 放在句首，相当于整个句子的状语，主语是government, 修饰government的动作，因此修饰对象发生改变。
而且，GMAT语法中，for不表示目的。
