Basically, you can lose 3 marks in four different components but still get an overall 8.5; but if one wants a 9, you can only lose 1 mark or two 0.5 marks in all four components.

So, the difference between 8.5 and 9 is huge in terms of student's ability to command the english language. But as we all know, it is not very significant when applying for masters.
