选D。
错选A,想问为什么不可以。imposing和requiring一样修饰了plans。and spend和 are平行，动作发出者都是主语union members。错在哪里了。。。

按照句意来说，spending 是required 的伴随状态吧

首先，that不能省略，因为impose和require修饰的是plan而不是members，排除AB
第二，仔细阅读原文，imposing stricter limits on medical services是一层意思；requiring doctors to see more patients, and spend less time with each是第二层意思，是说要求医生接待更多的病人，但是和每位病人之间交流的时间应该更上，所以spend的发出者是doctor，spend做伴随状语需要加ing
第三，imposed和require平行，时态应该一致。

所以选D。以上为我的看法。。不知赞同否

如果spend与are likely平行的话，union members spend less time with each 这句话意思说不通，而且和前面半句说的没有关系。还是主要靠意思判断的。我觉得结构之是服务于意思。

SC复习了很久了，越来越觉得力不从心。逻辑意思有时候理解会有偏差，仍然是阅读的问题。对于一些小的语法点基础不够扎实，路漫漫其修远兮吖。。。

主语是member,如果你想用imposing来说它的动作，也应该用 to impose。固定句型：are less likely to do sth。前辈，不好意思，我只是一个才开始准备GMAT的新人，如果有错，请指正！
