关于to要不要省略的问题

现在晕了
在OG11上有一道大家应该有印象就是公园把犀牛角切了那题，OG说to see ... and to visit类似的结构to 不能省略（具体记不完整了）
但是现在做GWD7-31 博物馆那题

A  exhibit, which thereby activates

答案D可以理解，但是就是关于这个to的问题不能确定，为什么这里把to省略了呢？
这里也是encourages to touch... and (to) active的结构

这里的结构不同吧，activate是touch的后果而不是并列的两个动作。

那这样会不会有歧义呢 主语上 谁activate
PS： 那如果是平行结构那么  to do ... to do第二个to到底可以省略麽？or不能省略

只要不造成歧义 是可以省略的~
PS：OG上的那道题目 whether tourists will continue to visit game parks to see rhinoceroses once the animals’
horns have been trimed              这里并不是to visit 和to see的并列啊  这里主要是说 to visit 的目的是see 是表目的的所以用to do
