找到两个例子：
I am quite at fault.
我完全错了。
In my opinion both of the drivers were at fault.
在我看来, 两位司机都有责任。
都是说某人有责任，有错
本题中主语是that从句，讲的是一件事情，是这件事情有责任，有错误，句子意思并不完整

我知道。首先排除AB，因为一句句子中出现了两个谓语。再排除E，因为the fact that很wordy。不要问为什么，这就是外国人习惯的方法，记住一点就是以后看到the fact that都别选，除非真的没得选了只能选它。再来看CD，GMAT语法宗旨之一就是语言简洁，减少阅读人思考。同时看CD选项，然后在他俩第一个不同之处停顿，C. It can hardly be said that it is the fault of.....D。It can hardly be said that educators are at fault一比较，D更直接，因为他先说出了事件的端倪。C中：that it is the fault of.中，it是什么？这要阅读人思考一下的。不要说什么这是形式主语，这只是中国人的思考方式。CDE中其实都没所谓的语法错误，可是GMAT考试要的是 prefered 的表达方式。所以D 很明确，很直接，因此选了D

你根据语义来看，就知道了。语义是：{教育者没有预料到微型计算机技术的影响}（这一件事）不能说是他们的错。根据语义，再判断选哪个，答案一下子就出来了.AB选项是很奇怪的表达方式，读了一下就不顺，如果根据语义，一般的表达方式是形式主语，名词性从句。AB表达方式是很冗长的，不是GMAT 的考试宗旨的表达方式
