答案是E,说是平行原则.可是for在原句中已经有了,在选项中的for是不是重复了呢?

从选项看 secondarily , secondly不合适，故 DE里面选择，大平行角度看，E符合！

其实仔细理解一下句意就好了 插入语暂时不管，句子的意思是  A recent New York Times editorial criticized the city’s election boardfor, 首先, for failing to replace >>>>>>>>>>>>>, and 第二, for their failure to investigate allegations of corruption involving board members.
如果没有for的话 这钟第一第二的关系就不明显了，其次second的用法

感觉如果 第一个 for放在 first of all 后面，这样可能LZ会想得通点 。 但是朗读起来就比较奇怪了。
同理，如果 第二个for 放在 second 前面，LZ可能也较会想得通，但是还是读起来比较奇怪！

非常感谢大家的解释.看来我有点钻牛角尖了.
其实平时做题的时候就有感觉,看着顺的,也就对了.不能硬从语法角度找解释.

请教 secondly 为什么不对呢？ 作文里不是经常写： First of all ..... Secondly.... 这些么？我查字典secondly有其次和第二的意思啊。所以我选了B。请指教。
