In spite of和Despite是不是后面只能跟名词？

这道题选D。但题目里In spite of和Despite后面接的都是句子，按理应该是只能接名词的，似乎本身有语法问题漏了which（如Despite the steady population which flows……）；另外flow 都没有按flows来，主谓也有问题。

这道题是不是本身题目出错了？

谢谢，这个帖子我也查到了。我主要是疑惑题目本身是不是despite和in spite of使用有问题，因为后面应该只能跟名词而非句子，另外flow主谓也不一致

flow这里是名词，population flow可理解为人流
