有一道语法题不知道错在哪。。。

这道题我很疑惑划线部分的rules难道不是多余的吗？所以我直接排除了A.B.C.然后只剩DE了。虽然我觉得D和E也都不对，可不理解那个我认为多余的rule为什么不多余，故我选了E。正确答案是A。请大神替我解答，为什么选A呢？划线部分的第一个词“rules”又为什么不多余呢？多谢！

A这里rules是同位语，rules后面也是对其的解释，这里重复写是表示强调的意思,OG上我记得也有类似的一道题

注意这题逗号后面部分从句意上看是修饰rule的，但是因为主句得rule后还出现了其它修饰语，一个that从句，在逗号后面再次出现rule是为了避免出现修饰的歧义，因为修饰会倾向就近，容易变成修饰nurse

A. 可以把rules换成regulations这样好理解一些. The state has proposed new rules that would set minimum staffing levels for nurses, regulations intended to ensure that at least one nurse is assigned for every four patients put through triage in a hospital emergency room. 不过确实同位语是同一个词的比较少见，但这里两个rules修饰成分不一样，第一个rules是主体词，讲rules具体内容，第二个是同位语，表示rules的出发点。
B/D. with the intent of 应该为with the intention of
C. rules 不能intent，应该是state intent
E. this指代，另外and的使两个句子独立有点可疑

To supplement: D also has the problem of "ensure that ... should". The expression should follow C, "ensure ... one nurse is assigned".
E "ensure one nurse at least to be assigned" is problematic.  It's better to use the "ensure that..." construction.

C. rules intending to ensure at least one nurse is assigned for every four patients in a hospital emergency room put through triage [color=人才能intend，rule不能；put through应该修饰patients而不是room，改变了句意
D. with the intent of ensuring that at least one nurse should be assigned for every four patients in a hospital emergency room that are put through triage should的出现，改变了句意。同样put through修饰了room
E. and this is intended to ensure one nurse at least to be assigned for every four patients put through triage in a hospital emergency room
E最大的问题改变了句子重心，原来的rules是同位语，进一步解释new rules的细节；用and表示前后两个句子重要性同等，不对。this指代前面的句子，表示政府发布这个新规则是指在保证一个护士看护四个病人。。。this不能指代句子。
